30 small (about 2-inch) hard-shelled clams, scrubbed well

2 tablespoons cornstarch

3 tablespoons soy sauce

2 tablespoons Scotch

2 tablespoons rice vinegar

1 tablespoon sugar

3 tablespoons vegetable oil

3 tablespoons minced peeled fresh gingerroot

2 1/2 tablespoons dried fermented black beans*, rinsed well, drained, and chopped

2 tablespoons minced garlic

3/4 pound linguine

2 scallions, halved lengthwise and cut crosswise into 1-inch pieces
