Vinaigrette:

2 tablespoons sherry vinegar

1 teaspoon Dijon mustard

Kosher salt, to taste

1/4 cup plus 2 tablespoons olive oil

Ground black pepper, to taste

1/4 red onion, sliced thin

1/3 cup jarred piquillo or roasted red peppers, sliced thin

1 tablespoon chopped capers

1 pound cooked fingerling potatoes, sliced into 1/2-inch rounds

2 tablespoons olive oil

1 pound medium shrimp, peeled and deveined

1/4 teaspoon smoked paprika (can substitute regular paprika, though you'll lose the smokiness)

Pinch sugar

Kosher salt and ground black pepper, to taste
