4 sprigs cilantro

1 cup flour

1/2 brown sugar

1/2 cup canola oil

4 tablespoons unsalted butter

3/4 cup chopped fresh cilantro leaves

1 cup evaporated milk

4 scallions (root cut off, 5-inches remain, green top reserved)

1/4 teaspoon salt

1 jalapeno, seeded and diced

1 cup sour cream
