2 tablespoons dried Italian herb seasoning, divided in half

2 boneless skinless chicken breasts (May be frozen)

4 teaspoons onion powder , divided in half

8 garlic cloves , peeled & crushed

1 1/2 cups carrots , thickly sliced

2 bay leaves

12 cups water

2 cups low-fat milk

1 teaspoon white pepper
