4 cup beef stock

2 cup water

1/3 cup all-purpose flour

1/2 cup red wine

1 medium yellow onion – cut into thick slices

4 x cloves of garlic – crushed or chopped fine

2 stalks celery – cut into 2 in chunks

4 x carrots – cut into 1 in chunks

2 medium white potatoes – cut into 1 in chunks

1 tbsp Worcestershire sauce

1/2 cup tomato paste

1/2 tsp dried oregano

2 springs fresh rosemary

3 springs fresh thyme

1/4 cup finely chopped cilantro

sea salt

fresh ground pepper

4 tbsp olive oil

2 tbsp butter

2 cup long grain rice

1 3/4 cup water
