1 1/4 teaspoons coarse salt

1/2 pound ground pork

1/3 pound garlic chives, trimmed and minced

2 tablespoons plus 1/2 cup soy sauce

1 1/2 tablespoons toasted sesame oil, plus more for sauce

1 1/2 tablespoons rice wine, or sake

2 tablespoons peeled and minced ginger

1 tablespoon cornstarch, plus more for dusting

40 round dumpling or gyoza skins

2 tablespoons safflower oil, plus more if needed

2 1/4 cups water
