1 1/2 teaspoons powdered ginger

1 1/2 teaspoons smoked sweet paprika

1/2 teaspoon ground cloves

5 pounds flanken-style beef short ribs, 1 inch thick, boned and trimmed of excess fat

2 tablespoons extra-virgin olive oil

1 medium onion, thinly sliced

1 large carrot, thinly sliced

2 inner celery ribs, thinly sliced

2 garlic cloves, thickly sliced

2 cups dry red wine

2 cups beef stock or low-sodium broth

1/4 cup sugar
