About 1 cup sugar

1/4 cup quick-cooking tapioca

1 1/2 teaspoons grated lemon peel

1 1/2 tablespoons lemon juice

1 1/2 teaspoons vanilla

2 cups all-purpose flour

1 1/4 teaspoons baking powder

1/2 teaspoon ground nutmeg

2/3 cup (about 6 oz.) butter, cut into 1/2-inch chunks

2/3 cup whipping cream
