3 Thai shallots, finely sliced

2 Tbs. Thai fish sauce

1/3 cup fresh cilantro, chopped

7 oz. rice vermicelli

1 small carrot, cut into a julienne

1 Tbs. rice vinegar

1/2 tsp. freshly ground pepper

1 Tbs. sugar

1/3 cup fresh Thai basil leaves

1 lb. boneless beef top sirloin

1 tsp. toasted sesame oil
