17 Ingredients

  • 6 halibut steaks (6 to 8 ozs each), 1½ inches thick
  • 1/3 cup extra virgin olive oil
  • ¼ tsp crumbled saffron threads
  • 1 tsp ground cardamom
  • ½ cup golden raisins
  • Salt and freshly ground black pepper , to taste
  • ¾ cup Basic Chicken Broth
  • ¼ cup fresh lemon juice (from 2 lemons)
  • 6 ripe plum tomatoes , seeded and cut into ½-inch dice
  • ¼ cup chopped fresh flat leaf parsley
  • Fluffy Couscous , for serving
  • 2 long strips of orange zest removed with a paring knife
  • 1 cinnamon stick (3 inches long)
  • ¾ cup canned chickpeas ( garbanzo beans), drained and rinsed
  • 1 cup diced onions (¼-inch dice)
  • 4 cloves garlic , very finely minced
  • ¼ cup chopped fresh mint , plus 2 Tbsps, for garnish
