4 Meyer lemons

1/2 large shallot, peeled

1 1/2 tablespoons sugar

2 tablespoons extra virgin olive oil

-- Kosher salt and fresh ground black pepper to taste

2 tablespoons minced chives

The scallops:

1 1/2 to 1 3/4 pounds large sea scallops (about 3-5 per person, depending on size)

2 tablespoons olive oil
