Ingredients

3 lb beef simmering short ribs

3 tbsp vegetable oil

2 large onions , coarsely chopped

3 cloves of garlic , minced

2 cans (each 19 oz/540 mL) stewed tomatoes

2 cups beef stock

1/3 cup cider vinegar

1/4 cup packed brown sugar

3 tbsp Worcestershire sauce

2 tbsp Dijon mustard

1-1/2 tsp salt

1-1/2 tsp hot pepper sauce

1/2 tsp pepper

1/2 tsp paprika

1/2 tsp turmeric

8 fresh parsley sprigs

2 thin lemon slices

1 lb potatoes , peeled and cubed

1 lb carrots , peeled and cut diagonally in 2-inch (5 cm) thick slices

1 tbsp butter

1 onion , finely chopped

1 large cloves of garlic , finely chopped

2 cups flour

1 tbsp baking powder

2 tsp chili powder

1 tsp salt

1/4 cup grated Parmesan cheese

2 tbsp minced fresh parsley

1 cup whipping cream
