1 teaspoon sesame oil

2 tablespoons peanut or vegetable oil

4 to 8 dried red chili peppers, snipped on one end

1∕2 teaspoon roasted and ground Sichuan peppercorns

1 large red bell pepper, cut into 1-inch squares

3∕4 cup unsalted roasted peanuts

1∕2 cup minced scallions
