One 3 pound bottom round or sirloin tip roast

1/2 cup flour

1 teaspoon salt

1/2 teaspoon pepper

3 tablespoons canola oil

2 onions, roughly chopped

5 celery ribs, cut into 1/2 inch pieces

5 carrots, peeled and cut into 1/2 inch pieces

Two 14.5 ounce cans diced tomatoes with their juice

3 cups chicken broth

1 cup water

1 cup pearled barley

1 tablespoon oregano

Fresh chopped parsley for garnish
