1 cup salsa , medium

1/4 teaspoon cayenne

1 medium green pepper , chopped

1/2 cup bulgur or couscous , rinsed

2 medium onions , chopped

1 tablespoon chili powder

3 garlic cloves , minced

1/2 cup water
