1/4 cup sugar

2/3 cup boiling water

The Chicken

1 (2-inch) piece fresh ginger

2/3 pound skinless, boneless chicken thighs or breasts, cut into bite-size strips

2 tablespoons vegetable oil

2 teaspoons minced garlic

2 yellow onions, thinly sliced lengthwise

1 teaspoon chopped fresh red chiles, or hot red pepper flakes

1 1/2 tablespoons Asian fish sauce

2 teaspoons sugar

1/4 teaspoon salt

1/2 cup low-sodium chicken stock

2 scallions, cut into 2-inch lengths

6 cilantro sprigs, cut into 1-inch pieces
