12 beef short ribs, trimmed of excess fat

3 bottles dry red wine

10 cups low-sodium beef broth

1 cup soy sauce or tamari

1 cup a/p flour, for dredging

3 tablespoons vegetable oil

12 large shallots, peeled, trimmed, and split

3 medium-sized carrots, peeled, trimmed and cut into coins

3 ribs of celery, peeled, trimmed and roughly chopped

2 fennel bulbs, fronds removed, cored and roughly chopped

12 cloves of garlic, peeled

3 star anise

1 cinnamon stick

1/4 cup peeled and roughly chopped fresh ginger

3 bay leaves

1/2 bunch fresh thyme sprigs

2 tablespoons tomato paste

kosher salt and freshly ground black pepper
