4 large shallots, peeled, thinly sliced

2 large leeks (white and pale green parts only), thinly sliced

3/4 teaspoon saffron threads

1/2 teaspoon turmeric

1 1/2 cups water

2 large turnips, peeled, cut into 1-inch pieces

2 large carrots, peeled, cut into 1-inch pieces

2 large rutabagas, peeled, cut into 1-inch pieces
