6 bone-in beef short ribs, kosher cut, 5 to 5 1/2 lb. total

Salt and freshly ground pepper, to taste

2 1/2 cups all-purpose flour

1/4 cup olive oil

6 garlic cloves, chopped

1 Tbs. plus 1 tsp. ground cumin

2 cups beef stock

1 to 2 cups water

1 head garlic, cloves separated, unpeeled

3 large carrots, peeled and cut into large chunks
