1 head garlic , minced

1 cup rice

fish sauce

1/4 teaspoon pepper

1 head garlic , minced, fried until crisp (or you can buy this at an Asian grocery) (optional)

8 cups chicken broth

1 medium onion , chopped

1 tablespoon fresh ginger , peeled and sliced into thick coin shapes

lemon wedge

4 green onions , sliced thin
