1 tablespoon hot water

1 cup shelled unsalted pistachios (1/4 pound)

1/4 cup turbinado sugar, such as Sugar in the Raw

1 cup sugar

1 cinnamon stick

1/2 cup light corn syrup

1 cup heavy cream

6 ounces bittersweet chocolate, chopped

2 pints vanilla ice cream (see Note)
