1/2 cup white flour or rice flour

1 1/4 cups dry oatmeal

cold water

1/2 cup brown sugar

1/2 teaspoon powdered anise

2 cups white sugar

1/3 cup milk

4 cups water

1/2 cup butter

Syrup for Filling

1/2 teaspoon salt

1 1/4 cups cornstarch
