3 yukon gold potatoes, peeled and roughly chopped

1 14-ounce can low-sodium chicken broth

1 cup water

2 ½ cups 1% milk

¼ cup all-purpose flour

1 ½ cups low-fat shredded sharp Cheddar cheese
