2 tablespoons unsweetened dutch cocoa

1 teaspoon unflavored gelatin (from a 1/4-oz envelope)

1 1/2 cups chilled heavy cream

1 tablespoon heavy cream

2 tablespoons hazelnuts , toasted and skins rubbed off

To make Mousse

3 tablespoons cold water

1/2 cup all-purpose flour

1/4 cup unsalted butter , softened

1/8 teaspoon salt

To make shortbread

3 tablespoons sugar

1/4 cup heavy cream , plus

3 1/2 ounces fine-quality bittersweet chocolate , chopped (not unsweetened)
