1/2 cup plus 2 tablespoons all-purpose flour

Salt and freshly ground pepper

Freshly grated nutmeg

4 pounds boneless lamb shoulder, cut into 1/2 -inch pieces

1/3 cup vegetable oil

1 large onion, finely chopped

1 1/4 teaspoons cinnamon

1/4 teaspoon allspice

1/4 cup tomato paste

1 cup dry red wine

One 35-ounce can whole peeled Italian tomatoes, chopped, with their liquid

One 8-ounce can tomato sauce

2 teaspoons dried oregano

2 teaspoons sugar

1 1/2 pounds ziti, preferably uncut

1 1/2 cups freshly grated Pecorino-Romano cheese (4 1/2 ounces)

4 large egg yolks
