  • 1 Tbsp olive oil
  • 1 bulb fennel, quartered and thinly sliced
  • 1 onion, halved and thinly sliced
  • 2 cloves garlic, chopped
  • 1 1/2 lbs potatoes, sliced 1/8" thick
  • 1/2 cup (2 ozs) shredded low-fat gruyere or jarlsberg cheese
  • 1 1/2 Tbsps unbleached or all-purpose flour
  • 1/4 tsp salt
  • 1 can (14 1/2 ozs) fat-free reduced-sodium chicken broth
  • 1 cup fat-free milk
  • 1 cup fresh bread crumbs
