1 teaspoon each salt and black pepper

1/4 cup plus 1 tbsp olive oil

Vegetable-oil cooking spray

2 teaspoons minced fresh garlic

1 tablespoon minced shallots

2 cups sliced mushrooms

2 cups green onions, sliced on the diagonal

1 tablespoon chopped fresh thyme

1 tablespoon chopped fresh oregano

2 tablespoons dry white wine

1 cup blanched and peeled fava beans

1 1/2 pounds boiled red potatoes, sliced

6 halibut fillets (6 to 8 oz each)
