2 tablespoons soy sauce

1 cup peanut or neutral oil, may need more depending on your frying vessel

1/2 cup rice flour

1 tablespoon minced ginger

1 tablespoon minced garlic

2 tablespoons water

3 tablespoons granulated sugar

2 tablespoons fish sauce

1 tablespoon plus 1 teaspoon sambal oelek (ground red chile paste - I like Huy Fong brand)

1 handful chopped cilantro, for garnish

4 lime wedges, for garnish
