1 tablespoon olive oil

2 bottles (8 ounces each) clam juice

1 cup chopped onions

2 leeks, thinly sliced

5 cloves garlic, minced

12 ounces small red potatoes, quartered

1 can (28 ounces) reduced-sodium chopped italian plum tomatoes (with juice)

1 pound halibut, cut into 2" cubes

8 ounces bay scallops

8 ounces large shrimp, peeled and deveined

3 tablespoons chopped fresh herbs (such as tarragon, basil, thyme, parsley)

salt

ground black pepper
