1/2 cup chopped scallions, both white and green parts

4 tbsp finely chopped parsley

3 tsp old bay seasoning

1 cup mayonnaise

4 cup panko breadcrumbs, divided

Vegetable or canola oil

1 1/2 cup mayonnaise

2 tbsp honey

3 x red or green Jalapeño chilies, minced fine

2 x cloves garlic, minced

1 1/2 tsp horseradish

2 tsp red wine vinegar

1/4 tsp cayenne, or to taste
