2 tablespoons seasoned rice vinegar

2 teaspoons Asian sesame oil

1 red bell pepper

3/4 cup distilled white vinegar

1/2 cup sugar

1/2 teaspoon dried hot red pepper flakes

1/3 cup black* or white sesame seeds

3 tablespoons vegetable oil
