2 (8 ounce) cans sliced water chestnuts , drained and rinsed

2 (5 ounce) cans chow mein noodles

2 (10 1/2 ounce) cans cream of mushroom soup

1 dash black pepper

1 medium onion , chopped

2 cups celery , chopped

1-1 1/2 lb lean hamburger

10 1/2 ounces soup can water

2-3 tablespoons low sodium soy sauce
