4 live lobsters, about 1 1/4 pounds each

1 cup Cognac

1 cup dry white wine

2 quarts chicken broth

2 quarts water

8 tablespoons butter

8 tablespoons flour

2 cups heavy cream, reduced to 1 cup

Finely chopped chives for garnish
