2 cups water

2 tablespoons sugar

5 star anise pods

5 whole cloves

8 ounces dried, flat rice noodles

1 cup shiitake mushrooms, sliced

1 cup snow peas

1 cup loosely packed Thai basil

1 cup loosely packed cilantro leaves

2 green onions, sliced thin on the bias

12 ounces flank steak, sliced thin across the grain
