1 pound (450 g) beef stewing meat, cut into 3/4-inch (2 cm) pieces

1/4 teaspoon salt

1/8 teaspoon turmeric

1 tablespoon minced ginger (peeled)

1 tablespoon minced garlic

2 tablespoons peanut oil

3 cups (.75l) water

2 teaspoons fish sauce

2 tablespoons fried shallots

8 small shallots, peeled and left whole

1/2 teaspoon red chile powder
