2 or 3 Thai bird chiles or 1 serrano, finely chopped

2 tablespoons sugar

3 tablespoons Asian fish sauce

2 tablespoons fresh lime juice

2 tablespoons water

Scallion Oil

3 tablespoons vegetable oil

3 scallions, cut into thin rings
