1 cup low-fat milk

1 cup fat-free half-and-half

1/2 teaspoon black pepper

3 (7-ounce) cans whole green chile peppers,drained, then sliced open

2 cups shredded reduced-fat monterey jack and sharp cheddar cheese, divided
